Within months of the `First Fleet' arrival at Sydney Cove in 1788 there was `open animosity' as Indigenous people protested against `the Europeans cutting down trees, taking their food and game, and driving them back into others' territories'. Bitter conflict followed as Aboriginal people engaged in `guerilla warfare - plundering crops, burning huts, and driving away stock' to be met by `punitive expeditions of great ferocity in which bands of Aborigines encountered were indiscriminately killed' (Bickford 1988 page 57). -

This is an important report. It deals with our treatment of children in the most recent wave of boat people seeking refuge and a better life on our shores. It does so in the knowledge that there is a tension created by the community expectation that the Government will defend Australia's security while simultaneously upholding individual rights - the notion of the 'fairgo' for all. The report also challenges the argument that family unity within immigration detention centres is the only way that children's 'best interests' can be protected. -

As my predecessor pointed out in the Native Title Report 2003, native title is a political process as well as a legal process. Indigenous people enter a relationship with the State on the basis of their identity as the traditional owner group of an area of land. In some cases native title has provided the first opportunity since colonisation for a relationship of this type to be formed. -

Preparations for the Olympics and Paralympics and inclusion of people with disabilities: the Australian experience
There is substantial attention in the international community being directed at present to the human rights of people with disabilities. An international convention on human rights and disability is being actively considered through the United Nations system. I would have been attending a regional meeting in Beijing in April this year as part of this process but this was cancelled because of the SARS outbreak. -

Appendix 5 - Overview of the National Partnership Agreement on Remote Service Delivery: Social Justice Report 2010
The Council of Australian Governments (COAG) National Partnership Agreement for Remote Service Delivery came into effect in January 2009 and will run to 30 June 2014. It is a joint commitment by all Australian governments to a ‘concentrated and accelerated approach to tackle deep-seated disadvantage’ in remote communities.[1] The Partnership is premised on a place-based initiative, targeting 29 remote priority locations across Australia for a whole-of-government approach to service delivery. Scarlett Finney was only six when she saw the brochures for the Hills Grammar School, set in park-like grounds in Sydney's outer suburbs. She indicated her keenness to attend "the school in the bush". Her parents were prepared to pay the fees, and saw the setting and curriculum as providing her with a great education. But the school refused her enrolment due to the fact that she had spina bifida, and sometimes used a wheelchair [1]. -
