The Year in Review
<h2>Building understanding and respect for human rights and fundamental freedoms</h2> <p>We all have a responsibility to respect the rights and freedoms of others.</p> <p>To make this a reality, the Commission works to build greater understanding of human rights and their importance in daily life.</p> <p>This is one of our two key priorities for 2011-2014.</p> <p>We work with a broad range of groups across the country, providing community education and training initiatives that aim to show how human rights apply in everyday settings and relationships.</p> -

<p>ICCPR Article 9 recognises some of the most basic liberty rights. &nbsp;Commission reports on complaints under the Australian Human Rights Commission Act involve extensive work in this area.</p> <p>Reports are also available on the Commission's This page is intended to provide more convenient access to this work in relation to ICCPR Article 9 specifically.</p> <p>Many of these reports &nbsp;demonstrate that breaches of ICCPR Article 9 also lead to breaches of other rights by Australia.</p> -

<p>The Australian Human Rights Commission welcomes today’s findings of the Royal Commission into the Protection and Detention of Children in the Northern Territory, 18 months after details emerged of the disturbing mistreatment of children in the Don Dale Youth Detention Centre.</p> <p>The Royal Commission’s report makes broad findings across the juvenile justice and child welfare areas, calling for changes to detention facilities and practices, stressing the need for responses that are trauma informed and rehabilitative rather than punitive.</p> -

<p>I&nbsp;acknowledge the Gadagal People of the Aora nation on whose land we meet.&nbsp; I pay my respects to the elders past and present.</p> <p>I come here today as an ordinary citizen.&nbsp; I am not an academic, nor a lawyer.&nbsp; I am simply a concerned citizen.</p> <p>There are many nuances to the meaning of the word violence.&nbsp; It is about violating another; abusing and damaging; often about the abuse of power. It is associated with vehemence of expression.&nbsp; Violence is meant to inflict injury by intimidation, dominance and power or from fear, anger and a lack of trust.</p> -

4. What are the Commission’s concerns about TPVs?
<p>The Commission raised serious concerns about TPVs when they were used in Australia (with similar conditions attached) from 1999 to 2008.<sup><a href="#fn6" name="fnB6">[6]</a></sup> Based on the negative impacts of TPVs on refugees when they were last used, the Commission is concerned that the reintroduction of TPVs may lead to breaches of Australia’s international human rights obligations, for the following reasons.</p> -
