In the Social Justice Report 1999, my first report as Social Justice Commissioner, I identified four key themes and challenges that existed in the approach of the federal government to Indigenous policy making at the time. Why we need an Australian Bill of Rights - a Joint Forum
The first is that HREOC has been suggesting for a considerable time that there needs to be renewed public debate on whether Australia should have a charter of human rights of some sort. It seems that the launch of the New Matilda campaign will give momentum to such a debate. A lot has changed, both nationally and internationally since the unsuccessful attempts of the 1970s and the 1980s to interest Australians in a bill of rights. As is so often said, Australia has now become the only major Western democracy that does not have a bill of rights. -

Preventing Crime and Promoting Rights for Indigenous Young People with Cognitive Disabilities and Mental Health Issues Part 1
This report provides an investigation of early intervention and diversionary practices aimed at preventing offending behaviour in Indigenous young people with a cognitive disability[1] and/ or a mental health problem. It builds on our previous report, Indigenous young people with cognitive disabilities and the Australian juvenile justice system.[2] Specifically, it examines what is available for these young people, identifies systemic service delivery gaps and points to promising interventions that have the capacity to prevent offending behaviour. -

The CHS also delivers a Complaint Information Service. Social Justice Report 2003: Chapter 4: Responding to petrol sniffing on the Anangu Pitjantjatjara Lands: A case study
In September 2002, the South Australian Coroner brought down his findings in the inquests into the deaths of Kunmanara[1] Ken (who died on 3 August 1999), Kunmanara Hunt (who died on 27 January 2001) and Kunmanara Thompson (who died on 26 June 2001). Each of these young Anangu was a chronic petrol sniffer (they had been sniffing for at least ten years) in their mid to late twenties living on the Anangu Pitjantjatjara Lands (AP Lands). All three were found to have died as a result of inhalation of petrol fumes.[2] -
