Turning the tide on Indigenous children in out of home care

Child protection intervention in Aboriginal and Torres Strait Islander families across the country is at crisis point.

Women are telling me it’s like another stolen generation and as I travel across Australia hearing their stories, it certainly does feel that way.

As the 2018 Family Matters report reveals, Aboriginal and Torres Strait Islander children make up just over 36 per cent of all children living in out-of-home care across the country.

Our children are 10.1 times more likely to be taken away from their families than other Australian children.
-

The theme of this Conference - Human Rights and Equality for Women in the 21st Century - is rich fare for any time of the day. It calls for speculation about the future and assessment of the past; it invites fresh perspectives and challenges the imagination; it asks for re-examination of motives and goals. -

Launch of Human Rights Week, Tasmania
I’d also thank the Human Rights Week Organising Committee here in Tasmania, and congratulate them on their 20th Anniversary. Human Rights Week has been successfully and continuously marked with a number of events each year over the past 20 years in Tasmania. And that in itself, is a remarkable achievement. -

I feel very honoured to have been invited to contribute to this symposium. As a theme for today's discussion, I have chosen the notions of regionalisation and responsibility within Asia and the Pacific. I believe that the ability to accept responsibility for our neighbourhood, and to generate cooperative regional dialogues and actions to fulfill that responsibility will be the key to meeting the challenges and opportunities human rights will face in the new century. -

International Review of Indigenous issues in 2000: Australia - 1. Introduction
The issue of Indigenous people and racism is among the most complex and divisive in Australia today. The source of this complexity and division is to be found in the history of race relations in Australia, which commenced with the illegitimate acquisition of sovereignty in 1788 under the auspices of the doctrine of terra nullius. Over successive generations policies and practices have aimed to eliminate Indigenous people, to 'smooth the pillow' of what was seen as a dying race, and later to assimilate Indigenous people within the white culture. -

Native Title Report 2003 : Native Title Report 2003 Summary
The Native Title Report 2003 evaluates native title as a framework for economic and social development for traditional owner groups. While the legal framework for native title restricts its capacity to improve economic and social conditions for Indigenous people, the Report recognises that the native title agreement-making process provides an invaluable opportunity for States and Territories to take a broader policy approach. The approach advocated in the Report is developed in four chapters which deal with the following topics: -

Some of these principles relate to civil and political rights which defend the fundamental right to life, and states that no one can be tortured, enslaved, arbitrarily imprisoned, made to do forced labour, or be restricted from such basic freedoms as movement, expression and association. Such principles are stated in negative terms such as ‘freedom from’ (discrimination, torture etc). -

Human rights for people with intellectual disabilities in Australia: where to from here?
I will not speak in detail about human rights conventions and disability because this topic is addressed by my co-speaker in this session, Karl Lachwitz. I will say though that international human rights law and human rights debate has not yet acknowledged adequately or sufficiently clearly that people with a disability are part of what the "human" in human rights means. Equally, there has not always been enough attention to human rights dimensions in disability discourse. -
