Commission submissions: Presley et al
This is an inquest into the circumstances of the deaths of two Aboriginal men (approximately 37 and 21 years old) in Mutitjulu and one Aboriginal boy (approximately 14 years old) in Willowra. Without seeking to pre-empt any findings by the Coroner, the deaths all appear to be related to the sniffing of petrol. -

Executive Summary
<p>In accordance with statutory duties, the Aboriginal and Torres Strait Islander Social Justice Commissioner reports to Parliament each year on the enjoyment and exercise of the human rights of Aboriginal and Torres Strait Islander peoples. This includes a requirement to report on the operation of the <i>Native Title Act 1993 </i>(Cth)<i> </i>and its impact on the human rights of Aboriginal and Torres Strait Islander peoples, in particular their rights to land, waters and resources.</p> -

Today's launch here in Sydney is part of a national program of launches that I have been undertaking in recent weeks in order to bring issues of human rights significance raised by my latest social justice and native title reports to the attention of Indigenous and other interested communities and organisations. So far, launches have been held in Melbourne, Perth and Broome, with launches in the next week in Alice Springs and Adelaide; to be followed by Brisbane and Darwin after that. -

Theoretical perspectives on bystander intervention
Models which account for the circumstances under which different bystander responses occur have been evolving since the 1970s, especially in the fields of criminology and social psychology. The notion of bystanders originated with the study of an event in New York where a young woman, Kitty Genovese, was raped and stabbed to death over a period of half an hour. During the attack, 38 witnesses watched from their windows or heard her screaming but were unwilling or unable to effectively intervene. -
